Stephen D. Eule
Stephen D. Eule has spent more than 30 years advising and writing about energy and environmental policy, including stints at the Senate Energy & Natural Resources Committee, with the House of Representatives Science Committee, the Department of Energy, and the U.S. Chamber of Commerce's Global Energy Institute (GEI). Early in his career he also served as a consultant to the Energy Information Administration. While at GEI, Eule led the development of the Index of U.S. Energy Security Risk and the International Index of Energy Security Risk. His work has been published widely, and he has testified on energy and climate issues before committees of the House and Senate. Eule earned a M.A. from The George Washington University and a B.S. from Southern Connecticut State College.

Stephen D. Eule is a widely recognized leader in the energy sector, known for his work at the intersection of energy security, climate change, and technological innovation. Throughout his career spanning more than 30 years, he has served in senior roles across government, business, and the policy community, earning a reputation as a trusted voice in global energy and climate discussions.
Eule most recently served as a senior professional staffer on the Senate Energy and Natural Resources Committee under then-Ranking Member John Barrasso (R-WY). Before that, he was vice president at the U.S. Chamber of Commerce’s Global Energy Institute, where he played a pivotal role in shaping business engagement on energy and climate policy. In that capacity, he oversaw the collection and analysis of critical energy and climate data and assessed the impact of emerging technologies on the energy sector. During his tenure at the Chamber, Mr. Eule also directed the creation of two widely cited reports—the Index of U.S. Energy Security Risk and the International Index of Energy Security Risk. These groundbreaking tools were the first comprehensive efforts to quantify energy security risks across multiple dimensions over time.
Before joining the U.S. Chamber, Eule served as the director of the Office of Climate Change Policy & Technology at the U.S. Department of Energy (DOE). In that role, he spearheaded the development of the U.S. Climate Change Technology Program Strategic Plan in 2006 and managed President Bush’s Climate VISION initiative. He frequently testified before Congress on DOE’s climate and energy programs and represented the United States in key international forums, including the Intergovernmental Panel on Climate Change (IPCC) and the G20.
Earlier in his career, he held influential positions in Congress and state government, including serving as the subcommittee staff director on the House Science Committee, Legislative Director for Rep. Nick Smith (R-MI), and an environmental analyst in the Washington, D.C., office of New Jersey Gov. Christine Todd Whitman. He also spent eight years as a consultant to the Energy Information Administration.
Eule earned a Master of Arts in geography from The George Washington University and a Bachelor of Science in biology from Southern Connecticut State College.
