Michelle Michot Foss

Dr. Michelle Michot Foss has 45 years' experience in energy and materials research, consulting, and policy. She retired as chief energy economist and head of the Center for Energy Economics at The University of Texas at Austin's Bureau of Economic Geology, where she also served as an executive instructor for the McCombs School of Business and an ExxonMobil Instructor of Excellence. Previously, she was a fellow at Rice University's Baker Institute for Public Policy, a research professor and Shell Interdisciplinary Scholar at the University of Houston, and director of research at investment bank Simmons & Company International. Her career highlights include research for the World Bank, U.S. Department of Energy, U.S. Energy Information Administration, and the Future Minerals Forum, as well as technical assistance programs sponsored by USAID and the State Department across more than 20 countries. She led industry consortia on US-Mexico natural gas trade and North American LNG development, and founded New Era in Oil, Gas & Power Value Creation, a capacity-building program recognized twice by the World Oil Awards. Dr. Michot Foss currently holds fellow roles with the U.S. Naval War College and the Energy Policy Research Foundation, and is past president of both the International and U.S. Associations for Energy Economics. She is the author of Monetizing Natural Gas in the New "New Deal" Economy (Palgrave Macmillan, 2021).

Biography

Dr. Michot Foss has 45 years in energy and materials researchand consulting with extensive international experience, publications, publicspeaking, and testimonies.  She is anon-resident research fellow, U.S. Naval War College; a distinguished fellow,Energy Policy Research Foundation; and collaborator at Rice University’s CarbonHub.

 

At Rice she was fellow in Energy, Minerals and Materials,Baker Institute for Public Policy, Center for Energy Studies.  Dr. Michot Foss retired as chief energyeconomist and head of the Bureau of Economic Geology’s Center for EnergyEconomics at The University of Texas at Austin. At UTA she was an executive instructor for McCombs School of Businessand an ExxonMobil Instructor of Excellence; and a member of the advisorycommittees for UTA’s Jackson School of Geosciences Energy & Earth Resourcesgraduate program and Jackson School Endowment.  Previously, Dr. Michot Foss was a researchprofessor and Shell Interdisciplinary Scholar at University of Houston;director of research at investment bank Simmons & Company International andat Rice Center; and worked on mine permitting and remediation with aDenver-based environmental engineering group.

 

Her career research highlights include projects forthe Texas Comptroller, U.S. Energy Information Administration, U.S. Departmentof Energy, World Bank, Japan’s External Trade Organization, and the SaudiArabia-led Future Minerals Forum.  Sheled industry research consortia for US-Mexico natural gas trade and LNG developmentin North America.  She implemented technicalassistance programs sponsored by USAID and the State Department’s Bureau ofEnergy Resources in more than 20 countries and regions, including Central Asia,Ukraine, West Africa, Uganda, India, Bangladesh and Mexico.  She also established and led New Era inOil, Gas & Power Value Creation, a capacity building program for energysector professionals from more than 40 countries.  New Era was recognized twice by World Oil Awardsfor excellence.

 

She serves on the board of directors for ConsumerEnergy Alliance and on advisory councils for Energy Intelligence Group, theNorth American Energy Standards Board and Missouri University of Science &Technology’s O’Keefe Center for Critical Minerals.  She is a member of the government affairscommittees for the Women’s Mining Coalition and the Materials Research Society. She is past president of theInternational Association for Energy Economics and the United StatesAssociation for Energy Economics and a USAEE senior fellow.  She is a Patron of the Naval War CollegeFoundation.  Michot Foss is a partner inHarvest Gas Management, LLC with oil and gas interests in the Permian Basin andSouth Alabama, and investor in and advisor to DexMat, www.dexmat.com, commercializing carbon nanomaterials developed atRice University.  She serves on theadvisory board for DaCamera, a recognized Houston performing arts organization.  She is a scientist and political economistwith degrees from the University of Louisiana at Lafayette, Colorado School ofMines, and the University of Houston.
